YoVinchen 5fcddbd096 feat(api): add frontend API and Query hooks for proxy config 
Add TypeScript wrappers and TanStack Query hooks for:
- Global proxy config (address, port, logging)
- Per-app proxy config (failover, timeouts, circuit breaker)
- Proxy takeover status management
