YoVinchen d00ab4bd15 feat(misc): add WSL tool version detection with security hardening (#608) ...

- Add WSL distro detection from UNC path (wsl$/wsl.localhost)
- Add distro name validation to prevent command injection
- Add defensive assertion for tool parameter
- Unify cfg macros to target_os = "windows"
- Standardize error message format to [WSL:{distro}]
